1. About the CEMR
The Council of European Municipalities and Regions (CEMR) is the European umbrella organisation of local and regional government, representing over 50 national associations from more than 30 countries. Our EU-policy work consists in influencing the European legislative and policy-making process, to ensure that the interests of local and regional government, and of the citizens they represent, are fully taken into account. This activity is closely complemented by related project activities.
In the area of energy and climate policy, CEMR contributes to the EU policy-making through the representation of local and regional government’s views on key initiatives directly impacting local and regional policies. For 2016, the working priorities will be the following: the renewable energy package and the energy efficiency package (REFIT) and the implementation of the Paris climate agreement at the local and regional level.

Rechtsregierung in Israel aktiv gegen Zwei-Staaten-Lösung
Zur Plenardebatte über die Situation und Siedlungspolitik im Westjordanland, erklärt Martina Michels, Mitglied der Delegation des Europaparlaments für die Beziehungen mit Israel:
„Die israelische Regierung wendet sich zunehmend von einer Zwei-Staaten-Lösung ab - inzwischen arbeitet Netanjahus Rechtskoalition aktiv dagegen: Mit ungebremstem Siedlungsbau und der Ankündigung von tausenden neuen Wohnhäusern in solchen Siedlungen, einschließlich in Ostjerusalem. Das kürzlich verabschiedete Gesetz zur rückwirkenden Legalisierung illegal erbauter Siedlungen und die gleichzeitige Zerstörung von Beduinendörfern sind als Schritte zur Annektierung weiterer Gebiete zu werten.“
„Seit der Wahl von Donald Trump zum US-Präsidenten tritt die israelische Rechte noch radikaler und selbstbewusster auf. Sie verlässt sich offenbar auf den uneingeschränkten Rückhalt der USA und beginnt, wie Trump selbst, keine Rücksicht mehr auf die Meinung der internationalen Gemeinschaft zu nehmen. Die Blockadehaltung der US-Regierung gegen einen Palästinenser als UN-Sondergesandten für Libyen scheint diesen Kräften Recht zu geben.“
„Wir EuropäerInnen sind schockiert über Trumps 'Muslim travel ban', den Versuch, StaatsbürgerInnen aus einzelnen arabischen Staaten die Einreise in die USA zu verwehren. Sind wir denn genauso schockiert über den Umgang mit arabischen-israelischen StaatsbürgerInnen und den palästinensischen NachbarInnen?“
„Die EU und die internationale Gemeinschaft haben den Siedlungsbau wiederholt verurteilt (zuletzt durch die UN-Sicherheitsratsresolution 2334 bestätigt) und betonen das Ziel einer Zwei-Staaten-Lösung als einzig realistische Friedenslösung. Selbst die Bundesregierung scheint inzwischen zu begreifen, dass Solidarität mit Israel nicht damit gleichzusetzen ist, dass man vor klar rechtspopulistischer und rassistischer Politik die Augen verschließt und hat geplante Treffen auf Regierungsebene abgesagt.“
„Weitere konkrete Schritte sind auch vonseiten der EU erforderlich. Zum einen ist die vor Jahren vereinbarte Politik der Differenzierung zwischen Israel und Palästina deutlicher in die Praxis umzusetzen. Das bedeutet auch die Umsetzung klarer EU-Handelsgesetzgebung wie der Herkunftsbezeichnung von Produkten durch die EU-Mitgliedstaaten. Als EU müssen wir aber vor allem diejenigen Kräfte in Israel stärken helfen, die sich für eine völkerrechtsbasierte, friedliche und demokratische Gesellschaft im Nahen Osten einsetzen. Und wir müssen jenen Kräften in Palästina helfen, die - wie aktuell in Gaza - gegen radikale Kräfte aufbegehren, die ebenfalls vom anhaltenden militärischen Konflikt profitieren.“
